‘Being sold as is’: Killeen Housing Authority planning to sell Moss Rose properties
KILLEEN, Texas (KWTX) - Boarded up windows and doors is all that remains of the once full low-income apartment complex owned by the Killeen Housing Authority.
The Killeen Housing Authority Board of Commissioners held its monthly meeting Aug. 29 and discussed the fate of the Moss Rose Apartments at 1103 East Avenue E.
The vacant property is hitting the market.
“The property is going to be sold pretty much as is,” said Bruce Whiteside, Chairman of Kha Board of Commissioners. “It’s just curb-appeal and the boarding up of the windows and everything on the first floor. At least to keep people out of it so nothing else gets damaged while we’re getting it prepared.”
Whoever buys the apartment complex is required to keep them as low-income housing.
Part of the reason they say they are waiting until the September meeting to formally announce the property is up for sale.
“So, that we can invite the people that are looking to purchase it or are interested in it, to our October meeting and the can start putting their proposals in prior to that,” said Whiteside.
It’s not the only Moss Rose property the own.
Right next door to the Moss Rose apartment complex is the Moss Rose Community Center.
The Housing Authority said it is also plans to sell the community center building separately from the apartment complex and they don’t know when it will hit the market.
Leaders with the League of United Latin American Citizens said delaying the sale of these properties is hurting the community.
“As a community, we want to make sure that there are income-based programs, housing, so that families can stay together,” said Ana Luisa Carrillo-Tapia, LULAC District 17 Director.
“In a healthy environment, safe environment, an environment that is conducive of peace and their prosperity.”
They also said those without a home have been without the community center they relied on for far too long.
“They were welcome to a meal. They were welcome to have a place as a cooling station for these extreme hot temperatures, as well as a warming station for when we had the extreme cold as well,” said Carrillo-Tapia.
Now both properties sit vacant.
The Killeen Housing Authority Board will issue the official public notice it is selling the Moss Rose apartment complex at its September meeting.
They are asking anyone interested in purchasing the property to be at their meeting in October.
