The woman’s mother reported Williams started yelling at her daughter from his Morrow Avenue property and then “charged” across the street at her daughter.

“The victim said she feared for her life and got in her car quickly and drove off,” according to an arrest affidavit. “The suspect continued to chase her vehicle for approximately one city block before she was able to lose him.”

Police alleged in the affidavit that officers have responded to this address “on multiple occasions involving four criminal trespass reports and an attempted break-in of the home in the last week.”

“Every time officers are called to this address regarding the suspect, the victim is visibly distraught and crying, saying she is fearful the suspect will harm her or kill her,” the affidavit alleges.

While police were interviewing the woman and her mother, Williams came out of his house and approached officers in what police described as an aggressive manner. Officers told him multiple times to leave the location and reported he ignored their orders and was screaming at the woman until his father came out and took him back to their home across the street.

As officers approached Williams’ home to arrest him, Williams “was again aggressive toward officers” and appeared ready to assault them, the affidavit alleges.

“It was at this time he threw his hands back when officers tried to handcuff him and begin to turn and flail. Officers were able to take him into custody once he was on the ground,” arrest records state.

Officers told the woman and her mother that they would apply for an emergency protective order and seek orders for Williams to stay away from them as a condition of his bond.

“The victim was still afraid, stating, ‘He can just break it though, right?’ meaning she would only be protected from him on paper. I did inform the victim that anything I could do to protect her and her family from the suspect I would do,” the officer wrote in arrest documents.

Stalking is a third-degree felony punishable by up to 10 years in prison.
