WACO, Texas (KWTX) - A veteran Waco police officer who retired five years ago following his arrest for assaulting a woman is back in jail after his arrest on allegations he improperly touched a girl younger than 6.

Heath Lee Mynar, 54, of Waco, a 20-year member of the Waco Police Department, remains jailed under $250,000 bond after his arrest Friday on an aggravated sexual assault of a child younger than 6 count.

A McLennan County Sheriff’s Office investigator wrote in an arrest affidavit that she arrested Mynar after the parents of the child reported the girl claimed Mynar touched her improperly Oct. 4 while on a walk and on her grandmother’s front porch.

An arrest affidavit said Mynar was in a “dating relationship with a family member of the victim” at the time of the alleged offense. The child underwent a forensic interview and reported Mynar “put his hands under her clothing” and touched her improperly, according to the affidavit.

“Attempts were made to speak with Heath, but he refused to meet with” the investigator, arrest records allege.

If convicted of the first-degree felony, Mynar faces a minimum of 25 years in prison with no parole and up to life in prison with no parole.

Mynar retired from the Waco Police Department after his arrest on assault-family violence by occlusion charges in a November 2019 incident involving his former girlfriend at a South Waco apartment.

He initially was arrested on a misdemeanor family violence charge. However, he was indicted on an upgraded third-degree felony count after the woman reported Mynar restricted her breathing.

Court records show the McLennan County District Attorney’s Office dismissed that charge in April 2023 after Mynar completed a pretrial intervention program known as PTIP. The program is designed for first-time or low-risk offenders who can avoid criminal convictions if they admit their guilt and complete programs similar to those on probation.

Mynar’s girlfriend at the time reported to police that Mynar grabbed her by the neck and threw her to the ground, then dragged her by the neck across the living room floor, according to arrest records.

The woman and Mynar had been arguing and she “grabbed his martini glass and slung the contents onto the floor but did not throw the glass,” an arrest affidavit alleged at the time.

She “advised that this angered Mr. Mynar, and he stood up, grabbed her with one hand on her neck and one hand on her side and threw her to the ground, then stood over her, grabbed her neck with both hands, and drug her, face up, from the living room to the front door of the apartment, approximately 20 feet,” police reported.
